Rain does not cancel the cave. Swell does.

Wet season here does not cancel the cave — it cancels the boat. Rain falls as short afternoon downpours from June to October and mornings are often clear; the Underground River runs on most rainy days. What stops it is the sea. Boats have to nose onto an open beach through South China Sea surf, and the Coast Guard suspends the crossing when the swell is up — clustered June to September. If the river is on your list in those months, keep a spare day.

This distinction is worth more than any indoor list. A wet morning in this city regularly produces a completely normal river day, because the drive is inland, the cave is inside a mountain, and the only weather-exposed leg is the 20–30 minute outrigger around the headland at Sabang. Check the sea conditions with your operator, not the rain radar.

Several entrance fees on the city-tour circuit are not published anywhere current — the crocodile farm (free in one source, about ₱40–50 in others), Plaza Cuartel, the Heritage Center and the Butterfly Garden all carry conflicting 2026 figures. Where that is the case this site gives the range and tells you to ask at the desk, rather than printing a number that will be wrong.

The museum question

The Heritage Center has superseded the old museum

Two museums appear in guides to this city, and only one of them is a confident recommendation in 2026.

The Palawan Heritage Center is the one to plan a rainy morning around: ₱50, and a modern interpretive treatment of Palawan's natural and cultural history. Its opening hours are the trap — Monday to Thursday, 09:30 to 16:00, closed Friday to Sunday — which means a weekend rainy day cannot use it at all. An older ₱150 entrance figure still circulates in guides; ₱50 is the current one we could verify, and either way it is a small number.

The Palawan Museum at Mendoza Park is a different matter. Its current operating status and hours are unverified and the reviews that exist suggest a tired, dated presentation that the Heritage Center has effectively superseded. This site will not build a rainy-day plan on it. If you are passing Mendoza Park anyway — and you might be, because the Underground River booking office moved there from the old City Coliseum — look in and decide for yourself.

Say it plainly

The mall is a legitimate answer, and nobody should be embarrassed

Travel guides avoid recommending shopping centres. In a tropical city with 266 mm of October rain and 13:00–16:00 furnace hours, that is squeamishness rather than judgement.

Robinsons Place Palawan and SM City Puerto Princesa are air-conditioned, they have cinemas, they have pharmacies, they have food courts and clean toilets, and with children they will save an afternoon that would otherwise be spent watching rain from a hotel lobby. They are also where you go to buy a dry bag, a rain jacket or the medicine you forgot. Use them, then get back outside at 16:00 when the city becomes pleasant again.

The other genuinely good wet-hour option is the café scene, which is the newest real development in this city. Itoy's Coffee Haus runs 06:00–23:00 at ₱180–300 and is the pre-tour breakfast answer as well as the rained-off-morning one; specialty coffee runs ₱200–295. The cafés page has the list.

Puerto Princesa's single-use plastics ban has been enforced with fines since 16 April 2024 — bags, cups, straws, cutlery, stirrers and styrofoam, ₱1,000 rising to ₱5,000 and loss of business permit. Nobody will hand you a plastic bag. Bring a tote and a refillable bottle; the tap water is not drinkable but refill stations are everywhere.
