The verdict

February to early April, or late November

Two answers, depending on whether you are optimising for conditions or for value. There is no month here that makes the trip impossible.

February to early April is the best window on the merits. February is the driest month at 86 mm over 10 days. March adds the Balayong Festival on 4–10 March 2026 and the pink balayong blossom that peaks from February to early April along Balayong People's Park. Seas are at their calmest from December to April, which is the thing that actually decides whether Honda Bay is a good day or a choppy one.

Late November to early December is the smart shoulder. The rains are ending, the landscape is green rather than dusty, the Christmas price surge has not started, and the Subaraw Biodiversity Festival around 11 November gives the city something going on. You accept a wetter statistical month — November averages 222 mm over 20 days — for materially lower prices and no crowds.

Avoid Holy Week and 20 December to 2 January unless the festivals are the point. Domestic demand doubles fares, Underground River permits clear weeks ahead, and many small businesses close Maundy Thursday and Good Friday. If you must travel then, book flights three to four months out and the river tour with them.

Wet season here does not cancel the cave — it cancels the boat. Rain falls as short afternoon downpours from June to October and mornings are often clear; the Underground River runs on most rainy days. What stops it is the sea. Boats have to nose onto an open beach through South China Sea surf, and the Coast Guard suspends the crossing when the swell is up — clustered June to September. If the river is on your list in those months, keep a spare day.

Mornings are frequently clear, which is why almost every tour in this city departs between 06:30 and 08:30 — the schedule is built around the weather rather than in spite of it.

Honda Bay depends on wind and waves rather than rain, the bay is comparatively sheltered, and it mostly still runs from June to October. West-coast swell from July to September is the real constraint, hitting Sabang and Port Barton hardest. If you are here in that window, front-load the west-coast days onto the calmest forecast morning and keep the flexible things for later.

Counter-intuitively, August and September are when Puerto Princesa beats El Nido outright: the river runs year-round, Honda Bay is comparatively sheltered, and the city has the island's best wifi and its only real hospitals. In the monsoon it is the safest base in Palawan.

Typhoons

South of the belt — but rare is not never

Palawan sits south of the main typhoon belt and direct hits are rare. The province records far fewer storms than Luzon or the Eastern Visayas, which is a large part of why it is the country's default dry-season island.

That is the true statement and it is not the whole one. Super Typhoon Odette crossed Palawan at Signal No. 3 on 16–17 December 2021, damaged the Underground River's forest and tourism facilities, and devastated towns in the north of the province. Rare is not never, and the systems to watch are the late-season ones in November and December that track further south than usual.
